   Pay attention to how you look
   Stop limiting yourself! You perceive that people will think you are creepy if you just walk up and start talking to them. First, no they won't. Most people are generally friendly, and even if they don't want to be your best friend, they aren't going to tell you to go away. Secondly, if some people aren't responsive to you, it doesn't matter. You don't want to meet people who are rude and shoot you down for trying to talk to them. It doesn't matter what they say or do.
2. One thing you must do is love yourself. Choose what should determine your mood and try to make people happy from there. This mind set will change everything about you. the way to talk, responsed to people and the atmosphere around you.
3. Try asking for their opinion on something. Sometimes it's good to have a friend with you if you think that would help. If you don't want to do that, even just introducing yourself, smiling, and explaining that you are meeting new people will get a surprisingly positive response. WARNING: Using this to pick up chicks won't work. Hopefully, you are just trying to meet new friends and don't have some agenda.
4. Be yourself. This is essential.
5. Be honest. Don't try to impress or boast.
6. Ask questions about school or directions. Strike up a conversation.
7. Be nice and sincere. Again, most people of the opposite sex may think you have an agenda. Pay someone a compliment but try to avoid comments on clothes or appearance when it comes to people of the opposite sex. If you're a guy it's fine to compliment another guy on his taste in music, cars, t-shirts, but instead compliment women on a good question she asked or how she handled a situation. Don't over do it. If it was funny, say it was funny.
8. Join clubs or do charity work with subjects that interest you. If you find it interesting you'll automatically find other people who do as well.
9. Don't just jump in with the first person to pay attention to you. Be nice to everyone. Should you accidentally pick a bad apple you don't want to be guilty by association.
10. Be patient. Realize it may take some time.
11. Start off with a fairly neutral but clean kept appearance. Don't appear dirty or unclean. Try to appear neat and organized.
12. By being quiet and sitting alone and not smiling at people when walking down the street, you don't appear inviting and people won't talk to you. Strike up conversations during the day. You'll seem less weird when the conversation starts again at lunch.
13. Ask people about fun places to hang out.
14. Once you meet someone trustworthy you can get the scoop on what people to avoid.
